Founded in 1987 |
| The principal interest of its founders was to create an entity in which both government and private initiatives to strengthen municipalities and local communities were undertaken enabling the process of decentralization of government resources to be carried out more effectively. |
| While developing its mission, PROCOMUN has worked with the philosophy of self-management and sustainability through offering services and directing projects without requesting support from the public or private sector entities with which it works. |

Promote permanent and systematic research of municipal, regional and urban problems in local Colombian organizations, as well as the search and application of appropriate solutions to the problems encountered. |

Support for public sector entities: oriented towards providing up-to-date training in public management for those involved in public administration in the search for alternative methods to improving public administration. |
| Support for communities: the objective is to strengthen community capacity for self-management, progess, greater participation, organization and peaceful co-existence with others. |
| Information services to keep municipalities abreast of developments in public administration: Database of case studies of municipalities, collection of relevant periodicals and other documentation. All available to the public. |
| Cooperation and technical assistance: With the goal of promoting community and social development in Colombia, forge agreements with national and international entitites to administer and monitor resources for their community programs. |
